One to three weeks for a daytime slot. For sunset, book the day the slot opens, which is roughly a month before your date. There is no way to book earlier than that.
Sometimes. Same-day tickets are sold at the counter on the 14th floor at a higher price, subject to whatever is left. On a clear evening in April there is nothing left.
